Do people take hydromancy serious or do they just follow it as folklore?

im a little confused everything im reading about hydromancy is directed towards only folklore, like there is no testimonial of people actually trying to manipulate water or in other words use mysticism with divination. Im trying to find something where people have actually took in this art serious and worship the act of doing so. can anyone help, guide me to spells and elements and if possible testimonials.
